К ним прежде всего относятся программы "Разовая помощь (в чрезвычайных обстоятельствах)" Emergency Assistance (EA) и "Общая помощь" General Assistance (GA). Программа "Общая помощь" полностью финансируется и управляется властями штатов и местными властями. Действует в 32 штатах. Критерии для получения такой помощи существенно варьируются от штата к штату, но во всех случаях речь идет о лицах с крайне низким уровнем доходов, инвалидах и т. п., не имеющих права на федеральную помощь. В начале 1990-х "Общую помощь" получали в среднем 1,2 млн. человек в месяц, как в виде денежных пособий, так и натурой - продуктами питания и в виде предоставления дешевого жилья. Обычно такая помощь предоставляется на весьма ограниченные сроки. Программа разовой помощи является совместной программой федеральных, штатных и местных властей.
